[002] Scope of Services
UPD has been responsible for the ongoing planning, design and coordination of the electrical reticulation network throughout the life of the development. This has included:
- Preparation and continual refinement of the high voltage (HV) network concept.
- Design of HV and LV concept plans for each development stage.
- Coordination with Western Power throughout the design and approval process.
- Management of changing staging requirements and infrastructure delivery.
- Support during construction and implementation across multiple project stages through our inspections.
[003] Key Challenges
One of the greatest challenges of the project was maintaining an effective HV network strategy over a development extending more than 14 years. As staging priorities changed to respond to market demand and construction sequencing, the original development program was revised on numerous occasions.
Each revision required the HV concept to be carefully reassessed and redesigned to ensure every stage could be energised when required without compromising future network expansion. UPD worked closely with Western Power to modify the network strategy while maintaining system reliability and minimising impacts on construction timeframes.
The project also coincided with the introduction of Western Power’s third-party design audit process. As one of the early large-scale developments delivered under this framework, both UPD and Western Power encountered new review and approval processes that required ongoing collaboration and refinement. While the additional auditing introduced challenges during the early stages of implementation, these were successfully managed through proactive communication and technical coordination, resulting in no significant impacts to the overall delivery program.
[004] Project Outcomes
The Eglinton Estate demonstrates UPD’s capability to successfully deliver electrical infrastructure design for large, complex, multi-stage developments over an extended project lifecycle. Through proactive planning, adaptable network design and strong collaboration with Western Power, UPD has supported the delivery of a development exceeding 3,000 lots while ensuring each stage was provided with a practical, reliable and timely electrical supply solution.
This project highlights UPD’s experience in long-term master planning, HV network strategy, staged infrastructure delivery and navigating evolving utility approval processes on major residential developments.
